A mega project has nine hold points or milestones designed to ensure that the project progresses according to plan, quality standards are met, risks are adequately addressed, and approvals are given before proceeding to the next phase. The nine hold points follow each other, and most require a multi-disciplinary team consisting of technical and legal to review and provide input: 

  • Concept approval: Involves the approval of the project concept, scope, and objectives. The commercial and strategic imperatives guide the procurement methodology and the type of contracts required.  
  • Front-end engineering design (FEED): It involves the approval of the FEED study, the detailed design, engineering, and cost estimates for the project. Rushing can lead to cost and time overruns and impacts the ultimate output.
  • Detailed design:  It is dependent on the procurement methodology and involves the approval of the specific engineering, procurement, and construction (EPC) requirements.
  • Procurement: It involves the approval of the procurement strategy, which includes the sourcing of equipment, materials, and services required for the project.
  • Construction mobilisation: This occurs before the start of construction and involves the approval of the construction plan, schedule, and health and safety requirements.
  • Mechanical completion: This hold point involves the approval of the mechanical completion of the project, which means that all equipment and systems are installed and tested.
  • Pre-commissioning: It involves approving the pre-commissioning activities, which include testing equipment and systems to ensure they are ready for commissioning.
  • Commissioning: This hold point involves the approval of the commissioning activities, which include the testing and operation of the equipment and systems to ensure they are functioning as designed.
  • Start-up: This involves approving the start-up activities, including the project’s operation for its intended purpose.
