NERSA draft rules for network charges for third-party wheeling of energy
In 2012, NERSA published the Regulatory Rules on Network Charges for Third-Party Transportation of Energy to regulate the pricing of network access and transportation of electricity across transmission and distribution systems. These are now considered obsolete.
During August 2024, NERSA published its draft Third-Party Wheeling Rules for public comment.
On 3 March 2025, NERSA approved the Rules.
The Wheeling Rules
- Aim to establish charges for both generators and consumers using the transmission or distribution network in South Africa, and to permit access for other parties.
- Stipulate the requirements that must be met for the wheeling of energy.
- Set out the applicable commercial agreements required to give effect to the third-party wheeling arrangements.
- Prescribe specific conditions that must be complied with to allow third-party wheeling.
